Microsoft Store problems after installing Windows 10 Fall Creators Update 1709

After upgrading Windows 10 to version 1709, I could no longer open the Microsoft Store and the default apps.  I tried several different suggestions, mostly dealing with reinstalling the the apps via PowerShell, but they did not work.  I also tried running WSReset, but I kept getting the following error:

The app didn't start

Eventually, I reset Windows 10 and had to reinstall all of my applications.  Even after that, I still could not open the Microsoft Store.

Finally, I found a Reddit post that provided a solution that worked for me.  I had to give ownership of the C:\Program Files\WindowsApps\ directory to my user account and let that replicate to child objects.  Then I gave my user account and the "ALL APPLICATION PACKAGES" account Full Control and let that replicate to child objects as well.
